Confirmed Payroll Rules Setup

Initialize the management-confirmed salary levels and common commission rate table for PCOP, PL, SME, Micro Loan, P2P and Credit Card. This also creates the first Assistant Manager compensation profile for wongminghui@bssmcgroup.com.my. Statutory tables are intentionally excluded until verified official values are loaded.

Seed Jan–Aug 2026 Historical Shadow Evidence

Creates idempotent shadow-only PayrollRun/PayrollItem evidence from the normalized Salary_2026.xlsx golden dataset so September PCB can use auditable Jan–Aug YTD history.

This writes historical evidence records only. It does not create production payroll, payment, approval, CLOSED state, promotion, or statutory submission.
September Compensation Profile Review

Configure current payroll position and statutory/tax inputs only from explicit evidence. Staff.role and historical workbook designation are not used as payroll-position truth.

Every position has allowance separate from Basic Salary. Enter the approved allowance; there is no universal RM300 default. The separate RM100 Team Fund contribution is company-funded, not salary and not an employee deduction. Blank evidence stays blocked. Saving a profile does not run payroll or approve payment.

PCB Historical Evidence Review

Fail-closed evidence gate for historical zakat, legal-employer lineage / TP3, prior employer and approved reliefs. Saving these fields does not run or approve payroll.

Only confirm an option after checking the supporting company/tax evidence. Unknown remains blocked; the system does not convert missing evidence to zero.

September 2026 Payroll Preflight

Read-only readiness check before any September shadow payroll run. It verifies Jan–Aug history, payroll profile, tax profile, commission and advance exposure.

Monthly Shadow Payroll Run

For September 2026, this first runs the server-side preflight and sends only READY staff into the shadow payroll run. BLOCKED staff are excluded and shown with their reasons. No production payout is created.
