Establishes case_id as the canonical relationship key across all customer-related entities. Auto-links high-confidence matches and queues ambiguous records for manual review.

Run Migration

This is safe to run multiple times — it skips records that already have a valid case_id. Each auto-link and manual resolution is recorded in the audit log.
